The "rationale" is that since the Lefty O'doul Bridge is prevented from opening (mostly) from the hour previous to- and the hour following- baseball games, anchored vessels present no impediment to the prodigious traffic which otherwise transits the area.
At all other times you are subject to get a friendly visit and told to move on. Reportedly, if you anchor and your boat swings into area along the promenade that will arouse their ire.
The holding is quite good in the clay-like greasy mud and after an anchor is set deeply with long scope it is possible to shorten up considerably for typical conditions.
